IRS Announces Proposed Revisions to Form 990

The IRS recently announced proposed significant changes to Form 990. These are the first major changes made to the Form 990 since 2008. The stated goal of the changes is to “improve transparency, strengthen tax administration, and provide clearer reporting on certain activities”.

The changes are expected to impact government grants and contracts in the following ways:

  • Clearer reporting focusing on the sources and uses of the funding
  • Proper revenue classification
  • Reduce the risk of fraud, abuse, and misuse of taxpayer dollars

The IRS expects to publish the proposed changes and provide an opportunity for the public to comment. At this time, the effective date of the changes has not been released. Tax-exempt organizations should monitor these developments closely, particularly given the increased scrutiny of government grants and contracts.
